History and Purpose: Arizona was awarded the dumbest state award, by Morgan Quitno Press. The award is based on several criteria including literacy. Over 60% of residents had an education level of only 12 years (www.phoenix.gov). Phoenix Arizona is the 5th largest city in the U.S. and is younger than the national average of residents ranging between the ages of 18-54 years old(www.phoenix.gov). The warm climate, job opportunities and low cost of living attracts many residents form all over. In 10 years from 1990 to 2010 Phoenix is expected to grow by 45.3% in population. (www.realtee.com). Major business are also home to Phoenix such as Motorola, American Express and Honeywell. The city is a marketplace driven by technology and is continued to grow by 28.3% in businesses (www.bestplaces.com).......
