Developing a test begins with careful planning. The first and most important step would be to establish the aim of the test, for example, to test artistic skills in small children as an expression of creativity. It would be during this stage that a researcher would establish what the measure would be used for, such as establishing levels of creativity within children as a means of assessing a different form of intelligence for children who battle within a mainstream classroom.
