The Treaty of Versailles was intended as a peace agreement between the Allies and the Germans. Instead it created political and economic chaos in Germany. Near the end of 1918, Germany had surrendered and signed an armistice. The task of forming a formal peace agreement was now in the hands of the Allies. In December of that year, the Allies met in Versailles to start on the negotiating the peace settlement. The main countries and their representatives were: The United States, Woodrow Wilson; Great Britain, David Lloyd George; and France, George Clemenceau.
Begun in early 1919 and completed in April after several months of hard bargaining between the “Big Three”, it was presented to Germany for consideration on May 7, 1919. The German government was given three weeks to accept the terms of the treaty (which it had not seen prior to delivery).
