Identify and analyse some of the key developments and issues that have had an impact on the adult literacy, adult numeracy or adult ESOL curriculum, provision and practice in the last five years.
In June 1988 The Rt. Hon. David Blunkett, MP, Secretary of State for Education and Employment set up a working party with the clear objective of ‘improving the lot of the many adults whose quality of life can be enriched by enhancing their basic skills.’ (A Fresh Start. Improving Literacy and Numeracy. Moser 1999) The working party was chaired by Sir Claus Moser, which has led to the report of the working party commonly being referred to as ‘the Moser Report’
At the time of the commissioning of the working party, the government had a target to help 500,000 adults improve their basic skills by 2002. (The Learning Age DfEE 1998) With this target in mind the working party was asked to identify and consider:
