As we see in the attached table the percentage of value allocation does in fact change the tax burden to certain property owners in positive ways to some and negative ways to others. I know the implications of this first hand because I work for an independent appraisal firm that is currently involved in filing tax appeals to the appeal board to have certain amounts reviewed. Because of the new tax assessment measures as mentioned in Module 8 “an income based approach” is now used instead of the traditional cost plus land value approach. This had caused a massive uproar among many property owners because their once relatively small tax payments have gone through the roof in some cases because a city wide model had to be applied. This example fits into this assignment nicely because the exemption for residential and agriculture land shifts the tax burden of $ 4billion to owners of commercial and industrial property.
